If you took 2 minutes to read the update, you'd know the official reason (Sony getting ability to ban and offer appeals on their own terms, which I'm guessing they can't now). Whether you choose to believe it is up to you.

They already have the ability to ban people and have their own appeals. They just don't want to do it through steam because then they can't padd their user numbers on psn for next earnings report.
