Most of the people who got their refunds accepted used the following path:
Top left of Steam Page: click on the Help button > Steam Support > Purchases > Click on your Helldivers 2 option, make sure its not the microtransactions in case you've bought them > and choose "I have a question about this purchase" there you will type what happened with playstation requiring PSN account etc, make sure to explain in detail and that you would like a refund, Good Luck.
Top Left > Help > Steam Support > Purchases > Click helldivers 2 > "I have a question about this purchase"
I myself got a response from steam that they're investigating the issue, they havent denied the refund yet, some people got the full refund straight away, depends on who answears your ticket, but havent been outright denied, even with 125hrs+ of gameplay.

I remember a crisis of similar scale when the game Atlas launched and steam gave me a refund past the 2 hours and shockingly the game was not removed from my library. Haven't touched it regardless because it was a bad game.
To see if it qualifies for refund getting an actual valve CS agent is what is required or else the automated system just auto-declines.
Valve going above and beyond and giving refunds beyond their standard policy when devs/publishers screw people over is precisely why I love steam so much.
The game didn't require it and Sony's own FAQ said PSN accounts would be optional on PC.
So where was Sony lying? On the one spot on the Steam page where it said PSN required? Or was it in the game where it wasn't required? Or was it in their own FAQ that said accounts were optional on PC? Sony was saying two conflicting things at the same time.
Precisely, using the support ticket, (and not the automated refund) guarantees that a human will see your ticket and respond to it, in my case like i said, i got the 'investigating' message, since they didnt outright denied it, its possible, as a extra info, my country has PSN support, so even in countries that have PSN its possible to get a refund.
Don't just accept the automatic denial. Reply back to them, be cordial, explain the situation.
Will probably only work if you are in one of the Territories where PSN isn't available tho. But you can try reasoning with Support. Just stay friendly, don't curse, don't demand.. don't be entitled (because you aren't, or you would have gotten the refund by the automated system). You are asking them for a favor.
Explain to them that you checked the forums about the PSN thing and you learned it was optional. Link them the announcement and tell them that even Sony said it was optional at the time and they never told anyone that it was just temporary.
And ask them, nicely, if they would reconsider the decision as you kinda purchased it under the assumption PSN wasn't required.
Steam page is not a legit reason, other games have the same message, and is still optional. If the EULA or ToS doesn't contain anything about PSN, it's void, simple as that. Stop using a simple block on a steam page as proof, it isn't.
Many people are getting refunded even if PSN is available in their country.

When you refund, do it manually, not via refund button. If you refund via button the bot rejects it.
To manually ask refund,
Go to https://help.steampowered.com/en/
- log in
- select purchases
- scroll to Helldivers 2
This gives you chance to explain your reasoning behind refund and bot does not handle your request.

If you have a banned or blocked PSN account, by ToS you are not allowed to have multiple accounts (people do it anyway, but is still against their ToS, and they are allowed to ban/block it again). This just makes the game even more unplayable, since you will loose your statistics AND the access to the game.
Oh yah, and it's a violation on their own EULA/ToS, which is quiet funny.
