Thoughts on doing a credit card chargeback?
If Steam doesn't grant me a refund I still have the option of doing a credit card chargeback. I assume if I do that Steam will take away the game from my account. Will there be additional retaliation against my account for exercising my consumer rights?

You may get blacklisted from purchasing anything again on the Steam store.

You wont be able to purchase anything else from the Steam store until the charge back is resolved. In this instance you would be taking money from Steam and not the developers.

You would also potentially be breaking the law over 40 bucks as it could be seen as fraud.

If the developer made substantial changes to the product resulting in my inability to continue playing the game, I have every right to do a chargeback. As long as I'm honest with the credit card company it's not fraud.

never do a chargeback on your steam account if there is ANYTHING worth having on it.
just re-try in a different method and get an actual human on the line instead of the automated system.

You'll have an issue with steam itself and could lose your library or purchasing power. You could get the money back though. Weigh your options. If you are jipped $40, then just take it out of Arrowhead and Sony going forward. Just boycott them entirely and never miss an opportunity to throw salt on their reputation. Word of mouth matters, you need only look at HD2's store page to see that.

Just keep trying the refunds, I wouldn't do a chargeback, could lose your account or not be able to buy anything else.

Leave a bad review and keep trying on the refunds.

I wouldn't advise it. This isn't something that can really be handled at the financial level. In all honesty, this is something that needs to be sent to the courts. A class action lawsuit would probably be the better option.

The Ninth Circuit Court of Appeals reached a conclusion on something similar in a 2007 decision, Douglas v. Talk America. The court held that a business must notify users about proposed changes to the TOS and obtain their consent.

With Sony attempting to 'shift the goal posts' after the contract has been agreed upon by both parties, without the consumer's consent, it feels like it falls close to violating this precedence. This naturally refers to the 'does not require PSN' to 'may require PSN' change.

But I'm also not an attorney or judge for contract law, so my knowledge of this is highly limited.

It'll almost certainly work, but it would affect the standing of your Steam account. You'll need to refund through Steam directly, not your bank. It may take awhile and several attempts, but that's the correct way to go about it.

That is the problem, they haven't and I am guessing you are far past your refund window you agreed to when you bought the game.

The situation stinks, but, you knew you needed a psn account when you bought the game, if you are in a region where you should not of been able to buy it, it stinks even more, but you might have a case, though I'd expect your steam account to be blocked from buying any new games ever again.
