That is the problem, they haven't and I am guessing you are far past your refund window you agreed to when you bought the game.
The situation stinks, but, you knew you needed a psn account when you bought the game, if you are in a region where you should not of been able to buy it, it stinks even more, but you might have a case, though I'd expect your steam account to be blocked from buying any new games ever again.
