TOS only stands for regional pricing. It's there so you can't abuse the regional pricing Sony provided for other countries. It has nothing to do with your Steam region or where you created that account from. As long as you don't bypass regional pricing (Which it is really hard to do, since Sony does not allow you to use any other CC other than your own countries card) you are fine.
Again, information provided while registering has to be correct anyways otherwise it does not let you register. So you can't really go wrong with registering a US or Canadian or any other country based PSN account.
