Has this list always been that long, or just suddenly with the PSN requirement?

It is a very recent change, it is not sold in over 170 countries anymore.

I don't know if they will get a refund. Game already struggles with matchmaking sometimes. I want a refund as well so i can buy Elden Ring DLC.

It is from this recent thing. It is regions though, not countries. There are countries on the list but a lot of them are not countries.

Refunds are granted, just ask customer support once the bot rejects you

Though I guess its also to do with the fact people were banned from playing HD2 due to not being able to acquire a PSN account in their region, and used a VPN to make one in a different region, thus violating Sony ToS.
