Naturally Sony's support techs use Sony systems based on PSN accounts
Cuz Sony, atm, cannot access Steam user IDs to ban you.

hint: they still have dev controls via Steam.... because the title is *gasp* on Steam.
And the amazing part is, they've already banned people after linking the PSN to their Steam.
No cheating, no bans.
"Do not be vulgar or offensive." No swearing or banned.
"Do not do anything to harm the PlayStation brand or PSN community." this is super vague, do negative reviews count?
"Do not do or say anything hateful. For more information, please visit playstation.com/hate-speech-policy." A sub category to that: "Glorifying or condoning violence, brutality, or death toward a person or group." If I say death to terminids or automatons does that count?"
Just some reasons you can be banned with many others being vague and very open to interpretation.
Big corporations like Sony abhor such inefficiencies. They could spend the extra money to somehow link the Steam moderation tools to their PSN moderation tools, but it's likely they're too cheap and mired in the whole PC/Xbox vs. Playstation mindset to actually do that.
Now to be clear, I'm not defending Sony in this. Your question may have been rhetorical, but it does actually have an answer.
What is offensive? and is it defined by people who are easily offended?
Words keep losing meaning everyday, being redefined to mean whatever is convenient.
Will they later take issue voice *tones*? "Banned for sounding condescending"
Comms is iffy at times, and this may lead to less comms, with people opting to use other means of comms to avoid upsetting the system.
