You can create an account in the Philippines without a VPN. This is Common knowledge.
As I mentioned before, the burden of proof lies on the people who are falsely claiming that you cannot create an account from these countries.
PSN is available in 69 countries around the world. right now there are (roughly) 190 independent countries in the world. The whole of Africa (except for SA; thanks to u/ItzOnza), Egypt and even european countries like Belarus don't have PSN. The Baltics - states that are part of the european union - are also excluded.

You are confusing service with account creation.
You started this thread with an unverified claim and provided zero proof for that claim, and your only defence is to demand proof from everyone who says you are wrong.
