What "threats" did they make in the provided image? Saying that they will lose their players is an observation, not at threat.

A threat would be saying "I'm going to sue you."

Except that's not what the official representative of Arrowhead Game Studios responded to. They quoted and relied to the person saying that the PSN move would "kill Helldivers 2." That context is all you need to determine that this is Arrowhead Game Studio's general position on the matter.
