Or I have a ridiculous conspiracy theory that it is supposed to give you 2 stims even in team games, but for some reason it counts twice and is unintended. I have no evidence other than I think it would be funny. I haven't seen any "counter" in the game behaves this way, like picking up ammo just gives you X amount of mags, it does not count up incrementally.

Your first theory makes more sense over the crazy one lol, Its most likely just a thing they changed later on. At first it probably ALWAYS gave you 2 but then they realized that players would take extra on teams if they were lower on stims so they simply raised the amount when on a team the easy way by adding a check that just says "if on team then do again if already done again then stop" or something to that effect
Edit to add i'm even more sure now since after thinking about it fixing it like i said would mean it would be able to dynamically work without alot of parts to break as players drop in and out so i'm sure its intentional.
