ram?

This is an old shop pc with an 8gb video card from 2016 and this game overheats it most of time. If you get a new video card, go for maximum onboard vram because devs are getting lazy with texture dumping.

The game is CPU heavy, even the devs said so because they simulate everything on the map.

That being said, that socket is dead and the best upgrade 9900K is way overpriced second hand so it would be a waste to buy. You'd have to move to a new platform.

What kind of budget are you looking at?

just buy yourself a 4060 and double your fps

run the game with task manager in the background and upgrade the one that bottleneck your system

I would say: definitely upgrade your CPU. that will give you the most uplift, especially at higher difficulties.

You can press F2 then F3 and F4 to open up the frametime graphs in the game.

From There, you can see whether your CPU is holding you back:
if your GPU frametime is close to your render thread and main thread frametimes, then that means you're CPU bottlenecked, and you should upgrade your CPU.

if the GPU frametime is significantly longer than your render thread and main thread frametimes, then that means you're GPU bottlenecked.

You PC needs both upgrades. So start saving or just get a better GPU for now.

For budget gaming, I highly recommend the Ryzen 5 7600 (non X). Its the best bang for your buck CPU out right now, I have one on a cheap ASRock B650 board and a pair of bare hynix A-die DDR5 clocked to 6400mhz CL32 and it rips.

With an RTX 4090 it comes within 10% in gaming compared to my 7800X3D in the vast majority of games I've tried including stupidly CPU bound games like Starfield.

for this game specifically the dev said its heavy on the CPU load. I would upgrade to a i7 if possible or a equivalent amd. That being said, a new GPU will get you farther in most other games.
