I was playing with non english people, so not I'm going to go specific, but they really should region lock multiplayer as certain demographics are known to employ non approved stategems.

Yes, GameGuard is a "kernel-level", aka rootkit, anti-cheat. Most anti-cheat run at "kernel-level", especially all of the popular ones. It's unfortunately one of the more effective ways to combat cheating.
There are some anti-cheat that can run in "user-mode", but they are much less effective and tend to be cracked very quickly, resulting in widespread cheating. "
Gameguard gets competently rekt.
It's usually the Americans cheating in games anyway.
Those developers that took the cheat makers to court go hold of their customers and their resellers, by far the majority in the USA
