if you manage to sit in orbit around a robot planet for long enough without doing any missions they'll eventually all have exploded.
It's set piece theater. Unless other player ships are being blow to pieces by orbital defense fire. Go hang out over an active Automaton planet and look out your window. They get picked off from the surface.
Ive seen some get shot out of the sky by robots so theres 0 chance they're players.
Tho they are somewhat simulated by how many players are there.
Like if there are a lot of players there, the space there will look crowded and vice versa.
