A game can't damage your GPU.
What can damage your GPU:
* Overclocking without sufficient cooling
* Not cleaning your fans
* Not having the right airflow
Basically, user problems.
We can't help you unless you tell us what is going on, but as EdibleChiuhauha suggested, DDU and reinstall. Always a good idea.
There was a case where New World would nuke graphics cards because it didn't have a framerate cap, and since then I've capped my RTX at 144. Helldivers 2 does not have that issue though.

this includes my Windows taskbar being noticeably darker
Helldivers 2 itself no longer running as it now only shows a black screen
i can no longer run OpenGL games, For example carrier command 2 gives me an error saying my drivers do no support OpenGL, they most certainly do
my GPU Core Clock and Memory clock now showing as 0.0 MHz
my GPU temperature not being detected, which while we are on the subject, while playing Helldivers 2 it never went about 57 celsius
any games i can still run like "like for example Half life 2" now lag to the extreme
when i boot up Windows, the "Welcome" Screen rapidly decreases in brightness to a lower shade of blue, this happens every time i boot my computer
The 3090s that fried themselves were also relegated mostly to a few vendors, indicating it wasn't a 3090 wide problem, but with very specific implementations.
When Starcraft 2 was launched, a whole bunch of laptop GPUs also decided to unGPU themselves.
The problem with this is that this is in essence a GPU problem and not a software one. There are limits and protections built into the firmware and drivers. The software in question is not circumventing said protections, it's that the protections in place are not sufficient.
Basically, your card is not being detected by the motherboard and the pc is using the basic GPU that comes with a cpu.
You can do a full driver reinstall and see if that fixes it, but more than likely you'll have to take out the GPU, clean it and hope for the best it still works.
If you've got a spare GPU lying around, put that one in and see if the pc detects and uses it for your games. If it does, atleast you know the motherboard and the PCI-E aren't damaged.
i wonder how in the hell that could have happened
i'm planning on reinstalling the game and trying it again to see if this was some sort of super freak incident or if the game is actually, for lack of a better word, dangerous to play
also i will edit the title to let everyone know i fixed the issue
All I can say is: Limit your FPS. Activate Gsync/Vsync and help your GPU ;) Most ppl just let their GPU max out 100% to get 200fps, but only have a 60hz display in front of them xD.
For some actual "help":
Try reinstalling drivers,
Try to re-install the actual GPU in your PC - or test it in another system if its really faulty.
At the very least.. stop spread such BS like "game damaged my gpu".... dont expect any real help if that title is what you are going with.
