On Bots, it's a different story. The laser cannon benefits immensely, despite that not making all that much sense, because the recoil reduction seems to also apply to sway. Also, basically any primary weapon that is good there has recoil, and you'll often be firing from some distance away, and tapping crouch or prone reduces your profile and explosive damage you take. So, on bots, I would say it's a useful passive.
Most of the passives are pretty mediocre, none of them really permit new playstyles, except for +stims and +duration (flame and gas-walking) and of course the infiltrator armors.
Usually, the recoil reduction while prone is stapled to some other passive as well, like explosive resist or the grenade buff, both of which influence your loadout much more than the recoil.

But most people are terrible and want to run around with the sexy anti-tank weapons while they get swarmed by trash and medium size armored enemies while they're hoping to get one more charger kill. So you don't see it a lot in the wild.

Cashcrop_ has a youtube video that rigorously tests and breaks down all of the armor passives including recoil.
The only time you will ever viably prone shoot is while jumping after a hunter slaps you to get it off you, or maybe a few opening shots if you actually have an overlook on an objective, which is extremely rare.
edit:
had to edit this as I STUPIDLY wrote "crouch" instead of prone, or laying down. This was about shooting while prone, which almost never happens. Dyslexia moment, perhaps. You do crouch-fire quite often. You nearly *never* fire while prone.
Now to just get a squadmate to reload for me...
Standing --> Crouching
Crouching --> Prone
Prone --> Even lower recoil than prone
