what resolution are you playing at?
what GPU are you running?
Just looking online even the 4070Ti struggles with this game at higher resolutions
I play on 1080P with my RX 6700XT and RYZEN 7 5700X on HIGH with barely 50-60 FPS without upscaling tech, and the game uses both to the near maximum, 95% for GPU and 100% CPU, Some tech geek said I need a better CPU...
Even people with high end rigs constantly get told to upgrade as soon as they have something a few months old only.
Fact is, its the game that is not well optimized. We all in the same boat regardless of specs.
Yea its been like that for decades now. People get tricked into buying new fany hardware just to get disappointed with the performance. Minimum/optimum specs under games are nothing but marketing lies imo.
At the end of the day its pure luck if wether or not a game runs well on your rig.
