Here's what I found to be the most helpful:
1. Close Background Processes
2. Play Helldivers 2 in Full-Screen
3. Update the Video Card Drivers
4. Lower the Helldivers 2 Graphics
5. Prevent your PC from Throttling
6. Lower the Helldivers 2 Resolution
7. Cap the Helldivers 2 Frames to 60

same problem with ryzen 3550h + gf1650. cpu is 100%, gpu is 30%, temps are ok but 25-40 fps.
tried dx11, undervolting, different poewer plans, boost on/off, different settings, still about 28-32 fps in squad game...
the humor is that switching to built-in GPU (AMD Vega) ingame gives me nearly same fps!
its because your CPU is lacking, no matter what settings you set most of them need a fast cpu. (its more complicated and i'm far to stupid to explain it)
With that said try restarting the game see how it runs. The random fps drops may makes you feel like it's all the time.
as i state before, this game is more cpu heavy then gpu, just upgrading your gpu in this care would garantie better performances, this is actually for most UE5 games, they seem to be more cpu heavy then gpu for some reason.
also a giant pro tip, your pc is as fast as the slowest item in it.
example: i mean if your cpu is lacking power already upgrading your gpu is going to do nothing and in some cases being worse.

The FPS decrease could indeed have to do with the higher difficulty as more stuff is happening in the background. But for the FPS drop from 60+ to 30 from Difficulty 4 to 5 (I just got the game) the engine could still use some little bugfixing and some optimizing
My specs are i7-7700k, gtx 1070, 16gbs of ram, and I put it on my nvme m.2 ssd. The reason I think it just doesn't like older specs is due the fact that one of my friends who has worse specs than me and is running on a laptop gets better framerate than me, actually his is pretty crystal clear whilst also streaming it, so, I think it has something to do with old hardware vs new.
At the time of the post, The Finals had just came out... IDK what all of you are talking about. Of course I can't list every single new title I have played. Elden Ring is also something that runs without a problem, not perfect, but it runs pretty well, so helldivers doesn't rly make a lot of sense to me. And have you seen the rumors of it running some stuff behind the scenes?
Developer aren't going to keep optimizing games for new hardware. Your only choice is to upgrade. Pick up a Ryzen 5600 and RX 6600, and you'll be able to run this game at high settings 1080p with 60+fps. You're on a highly upgradable platform, why not take advantage of that?
Ok smart guy, explain why people with x10 better set-ups than mine get the same issues, fps, and performance bottlenecks? My cpu is like 4 years old which is not a lot at all, GPU can be better but it still has a lot of VRAM which helps a lot to compensate.
Don´t worry mate, this game runs like ♥♥♥♥ since the beginning. I have a RTX 3090 with 32GB DDR4 and a 12700K. Nothing throttles because it´s cooled by 2x 360 rads and a custom loop. The devs just don´t care ...

Not gonna keep arguing with someone who has no idea what they are talking about. Seems like you have no idea how hardware works, and expect everything to be optimized for your ancient hardware.

That's a HUGE difference, and then you can throw in an RX 6600, and run Helldivers 2 at 1080p high settings and get 60+ fps.
But you'd rather sit here and complain instead of actually fixing the issue, which is your hardware, and this really shows you have zero clue what you're talking about.
