Well, that's weird because I think all the Eagles say something like 2-3 uses and not unlimited like most Orbitals say. I'll have to look more into that. Thanks.

You can use Eagles X amounts of times. They have short cooldown between the uses, and once they have been depleted, they enter longer cooldown to rearm their weapons like other stratagems. Tho, you can also rearm them earlier, like during more peaceful times.
