Not even then. If Valve does have your country on the naughty list you won't be able to redeem codes nor buy it.
It's not a good solution but asfaik it's all you can realistically do, even than you are treading on a fine line as any slip up that causes them to think you may not be in the right region may invoke a ban.
Be certain to only purchase games using currency redeemed through a steam (usd) gift card as having any form of bank statement that lead back to your actual regional bank may also invoke the ban.
I wish valve would just cool it with this unfair treatment, the game was available in those regions until just recently it's absolutely pitiful that anyone would have to result to such drastic measures just to play a video game.

They've doubled down. They have recently given the same the treatment to:
- GhostOfTsushima
- GodOfWar

This sounds possible. In theory you dont even need vpn to play the game with your main account.
Yep. It is fake. Otherwise the forums would be filled with people showing their screenshots with proof they got banned and complaining nonstop.
1. those accounts would be banned.
2. coming online saying "my Alt" was banned by Steam is not really an option either.
