But once that gets fixed, the armor should serve a useful point. I imagine that people wearing medium/heavy armor will no longer feel the need to carry around a Shield Generator Backpack, for example, freeing them up for more destructive stratagems.
Neither enemy health nor damage scales with difficulty, what scales is enemy amount and which enemy types spawn (more armored, heavy hitters spawn more frequently at higher levels). So its not that things "wipe you out instantly" beyond easy difficulty, since again, damage doesn't scale, it's just that as of right now armor values don't work, so heavy and medium armor are quite literally useless for now until they fix it.
This bug has been present since release and it is honestly shameful that it has yet to be resolved, since it makes like 3/4 of the armors actually useless and forces everyone into the scout playstyle.
Because while armor stat is busted, the perks still work. And without the cash shop suits, fortified is only on heavy armor in the warbond. (Good thing I like the look of the exterminator and 'what if scout trooper but green' cash shop suits!)
But against the bugs, unless acid is secretly explosive damage type, fortified explosive resist is worthless, so against bugs heavy suits are still worthless (even if crouch recoil control is great, engineer +2 grenades suits also have recoil control)
I'm pretty sure ennemy health and damage does scale with difficulty. Else I'm just really lucky when I play with my low level friend at difficulty 5 instead of 7 or 8.
Edit: To clarify, in my experience on lower difficulty a railcannon or 500kg bomb will kill a titan in 1 shot, while it consistently takes two on high difficulties. Although, it is possible i'm just unlucky with my positioning and all.
