I got mine on the first planet being liberated so maybe you did to but just didn't expect it nor noticed it.

There is also a possibility, and don't quote me on this I haven't looked into it, if you did not assist in the liberation of Veld you don't get credit to go to the last major order. That would make the most sense.

To have them, you had to contribute to the liberation effort, which means completing at least one operation (a series of missions).

i don't believe i was either granted i really only played easy mission bc i was below lvl 5 i don't believe I've had over 45 metals after we liberated it. so i don't think i got it
