They have a pistol in the other hand, but a single orange sword is the easiest distinguishing feature I've found.
People probably are so obsessed with "Stealth meta! just run!" because they got used to fighting bugs where unleashing the wrath of god can fail to stop a breach, and ♥♥♥♥♥♥♥♥ out a bunch of chargers etc is a pain in the ass.
Meanwhile, a few drophips can have everything smaller than a tank wiped out with an airburst if they group close enough.
You can, actually, stop bug breaches mid 'flare'. The bug will stay stationary, and start to spew orange smoke. You have about the same amount of time as flares to kill them, I've seen plenty of bugs start to spew orange smoke shortly before being shot to death, no breaches.
It be like that. It's less a reaction to the flare, and more a reaction to bugs that aren't moving or the bots with flares and eliminating them as fast as possible.
I do think bugs should have the pheromone effect throughout the entire animation, however, and flares should be noticeable earlier or have longer animations. I'm simply stating how I've managed occasionally to stop both breaches and flares by targeting the right enemies.
I've killed bugs the MOMENT the first little puff of orange leaves their mouth and it has been too late. Even when you do stop the event other bugs will seemingly almost immediately resume the call. Where bots seem a fair bit slower or cant at all as they have no commissar left.
This is actually a problem, there is no cooldown on action to call.
I have seen jumpers immediately call right after they jump.
