Another idea is to make the vote process take time to do, such as the hold left click interaction they have in game. That would mean that griefers would have to put in more work in order to pull it off, and in certain cases might be dissuaded from a bad faith vote if a Charger is 2 feet away from their face. It won't itself remove the griefers, but applied pragmatically could potentially lessen them.
Another idea might be to give a buffer time to the kicked player that will countdown from 5 and if they are not in the extraction by then it kicks, and if they are it doesn't until they are back on the ship. That gives griefers one last strategem but also gives innos a solid chance of actually making it.
Finally, you could have the ability to reload the map as a solo mission. The most intensive of the 4 ideas I have on the backend, but the one that would cause the least grief in game. If you are already in extraction and now in a solo mission the legwork is mostly done already you just have to hold out long enough. This one is immune to the timing kick from paragraph 3 because where does one draw the line when kicking from the group? No matter what time you kick, the longer you wait, the less grief you cause to them, and the earlier you do it the more grief you cause to you because that is one less gun in hand.

Friendly fire is one of the main and major selling point of this IP.
Turning it off would be like castrating your price winning pedigree breeding dog.
Solution is much more simple. add
- vote kick
- lock kicking when extraction has already been called.
If a griefer is so dumb to kill you during extract, that person is just jeopardizing his own game progress too. That is already a good punishment.
