Can play between 60 and 30 frames on 1440p setting most on mid, it requires FSR at least on quality to perform correctly.
I think you can have a decent experience with that card, but assume you are not going to get a stable 60 framerate, specially on higher difficulties, and that you may relay on FSR.

I'm running a 4790/970 and get about 30 fps average using the balanced fsr setting
heavy combat can dip to 15/20, especially on the planets dense with vegetation
should be a similar experience with yours OP
The overall big problem is cpu being to weak you really can't help that to much unlike the gpu side where there's upscaling to that can massively help out your gpu.
wiec powodzenia wszystkim za DEMOKRACJE !!! a ja ide ustawiac dalej by wyciagnac najlepsza grafike przy stabilnych 30 fps :)
