It's a twofold issue. It's an old CPU that's likely not up to snuff (16mb cache is ... very low) and this game do utilize cores across the board.
Then there's the 4070 TI which is a budget GPU. It's worse than previous generation 3080 and 3090.
Screw Intel.. 12gen just introduce e-core headaches where you're trading performance for efficiency (so they can keep wattage down and it's still a ridiculous).
Go with AMD until Intel pulls the finger out their ass and start using 5 or 7nm transistors.
You will not regret getting a 7800x3D or 7950x3D.

4050 is the budget one, the 4060TI is midrange for 1080p, and from there 4070 to 4090 is mid to high end.
Anyway CPU bottleneck is the main issue of many people since it's less obvious to some for some reason. Anyway, they just have to start up their favorite benchmark program, and if the GPU is not pushing 99% almost all the time in their intensive gaming, it means it's held back by the CPU or other components, or in some cases software problems. but in 90% of teh cases it's CPU bottleneck
that is a CPU bottleneck by the book, my friend. normally the CPU runs around 20% while the GPU pushes to over 90% all the time to get the most performance out of the system. At 50% you literally get half the performance of your GPU. Even if the CPU usages climbs to more, your GPU should never drop below 95% unless it simply is waiting for the CPU to catch up and feed the required data to process

Forget about intel. They were annihilated by AMD years ago.
the 10700k is a 8 core 5ghz cpu. This is vastly more than enough for any game on the market.
the 4070ti is also much higher rated than this game requires and also no fast enough to stress a 5ghz 8 core cpu.
there is no scenario in which you will have a "cpu bottle neck" with a 5ghz cpu for a console port.
Your issue will be something on your pc. The normal copy/paste tech reply will be to update your drivers and clean up your PC. From my personal experience when games slow down over time you either have a memory leak (game engine issue) or your PSU isn't delivering enough power (you dun goofed issue)
Wrong. You will have a CPU bottleneck (depending of the game) if you pair it with a 4070TI. And you can forget about anything higher than that. 10700k is WEAK even compared to AMD's cheaper budget CPU-s
