Can't turn off the Text to Speech

Simple as the text to speech wont turn off. It was funny at first just saying the chat but now for some reason it says everything and wont stop does anyone know what i can do to fix it.

I have tried turning it on and off and it had no effect.

It will keep screaming for a solid minute after you turn it off about menu options long since closed, but once it finishes it will stop. So I can't blame anyone for thinking turning it off does nothing.

Devs really ♥♥♥♥♥♥ up the TTS in one of the earlier patches, ♥♥♥♥♥♥♥♥♥. Guess they realized teamwork for people with no mikes/muted mics is letting people win and nerfed it. Otherwise how do you ♥♥♥♥ that up on accident.
