Actually, I would argue that it's reasonably intuitive for a different line of reasoning.
The hellbomb we call down is unarmed at time of drop. We arm it, it goes boom after 10 seconds because it sustains no critical damage post arming.
The ones we find around the battlefield are Armed, but interrupted and damaged hellbombs. You know, like unexploded munitions that we are still finding from WW II at various parts of the world that could be set off by hitting them with a rock or dropping them.
There's a contextual logic here that does work, though on a purely game mechanic level I get the confusion.
And yes, I tried shooting the dropped hellbomb once myself to try and shortcut the process (like with the Transmission tower), but no dice. I have _not_ tried shooting it once it's armed and conuting down.
