Do you happen to have a source?
Since this morning it looks like we're liberating again, just now player populations are fairly small/split, so only Angel's Venture is making progress.
I was merely offering that as a source of information, as opposed to trying to guess. Progress isn't being reset and losing missions doesn't seem to reduce progress. It decays naturally over time.
So population numbers is not the only factor here, plus even when worlds had this few people prior they still made better progress then what we're seeing lately, all your ideas sound logical but don't hold up when you look at all the factors.
