Makes perfect sense though. The civilian population wouldn't feel entirely comfortable with their sons and daughters being endlessly cloned and sent to die time and time again. Or there is an army of murderous clones that can be deployed to kill anywhere at any time for whatever reason Super Earth Gov deems a threat to "Managed democracy". It is much easier to sell people on lie that everyone's son and daughter enlisted instead of {x} amount of candidates were selected for genetic template and memory engrams to fight a 2-3 front war.
The player character just happens to still hold the rank and accolades of their predecessor, narr not buying it. The game director openly confessed that "the average life expectancy of a Helldiver is merely two minutes" That doesn't sound like a sustainable war-front by O-natural born humans.
There does appear to be some Super Earth Gov trickery going on.

Would be an interesting way of adding character customization.
The first screen you see when beginning the tutorial mentions a survival rate of just about 20%. When customizing your character you can set the voice pack to be random. And playing a mission, your default restock is 5 lives.
Considering these things and the cryo tubes used in transporting you, I definitely suspect Super Earth is just mass-producing divers. The random voice pack means they don't even care if they get the genetics right before sending in an extra. Hell, one of the TV dispatches mentions that millions of names get added to the wall of Martyrs daily.
...which is what I would say if I was a Democracy hating dissident. But I'm not, so I didn't.
