Thinking on that, it actually fits the environment... You will never return to your family/friends as the same person, let alone the same individual. A grand conspiracy... if you're a dissident.
It also wouldn't make sense to needlessly throw your population into wars of attrition if you are controlling population numbers so severely that you need to file a form for reproductive approval. Clones seem a good alternative to government ran breeder farms...
I'm sure not all of them are clones, but the Helldivers most likely are, at least to my reasoning and headcanon.
Because the cloning process has gone a bit wonky for this one.

in the intro it says somewhere that survival rate is about 18% or so
The other people frozen in pods after the tutorial? Other helldivers all on their way to their own ships. you're just the last one in.
The other people frozen in pods on your ship? Ehh, graphical limitation. they gotta be there for unfreezing animations to make sense. maybe they're just on standby reinforcements, or are in transit to some other location.
You un-freezing when getting onto your ship or someone else's ship? For some reason, the best way to travel between ships is inside a cryo pod. reduces the mental strain of sitting in a shuttle for a few hours as you travel in space. maybe it's safer idk.
When you die and reinforce back onto the battlefeild? That wasn't YOU that died, that was some other guy. you're only just showing up now for the first time. And when you die again, the "You" perspective is again shifted to the reinforcement helldiver, and the individual you WERE playing gets shifted to "Yeah that was just some other guy". "You" are only ever the living character you are presently playing. Any past individuals who died were other, unluckier helldivers.
A literal "couldn't be me." I love it.
