Apply shotgun to fleshy leg
Another victory for democracy.
The reason their butts take so much shooting is that they have 90% damage resistance - unless you use a weapon with the Explosive tag (grenade (launchers), JAR-5 Dominator, etc, I believe). Their actual HP is pretty trash, it's just the massive damage resistance of the spot you're shooting that's the primary issue.
The butt is weak to explosive damage, you CAN deal damage to with with any gun, but the damage is greatly reduced, and that part has a ton of HP.
If you have an EAT, auto cannon, impact grenades, etc... Then sure, you can pop it's butt, otherwise aim for the legs.
Many weapons can pierce it's leg armor, all rockets strip it's armor in 1 shot, 2~3 charged railgun shots do the same, then you can finish it off with just about any weapon.

Check his 2nd kill, the charger doesn't even have time to attack before it's dead. If you're going to do this, keep in mind burning yourself eventually is inevitable, so be prepared to hit that stim buttom ASAP, and you might want to use a medic armor for the 2 extra stims and longer durations. Shield backpack is also probably a good idea.
You can also kill it with medium armor piercing by targetting it's rear legs, but you need to know how to move around them with ease, like in this video: https://www.youtube.com/watch?v=60EYF3FgemI
Also, pay attention to how he moves around the charger. Once you realize this is what you should be doing you won't have a problem dancing around 6+ of them and watching as they bump heads, yes, they do damage each other.
