1.) Host missions and use voice or text comms to coordinate and plan with your teammates before you drop. Continue communicating during the mission.
2.) Play with friends.
3.) Use the Steam forum, Helldivers discord or reddit to matchmake with like minded players. There's entire areas of the discord and reddit geared specifically to matchmaking and helping folks connect with potential teammates.

It's not my dislike of CO-OP, its my dislike of being the 1 guy wanting to play CO-OP.
He may have mis read it.
What you can do is do it like Darktide and punish extreme solo players in a different way. You implement hunter opponents that can trap players and where players cannot escape without help. This way you get a mix of very experienced solo players who do a solo tour every now and then and people who know what's good for them and who stay in the group for the most part.
But you can't completely take away the freedom to go where you want, that's an insane restriction that can't be justified by any rational reason. I mean, who is supposed to decide where to go and what happens if the others just stand there, that doesn't make any sense.
