I might be wrong but I think Tanks will still turn their turrets even when stunned(seen them do it during EMS strike) so even if you get close to one its not going to be that easy to keep on target without being shot up by everything else around you.
A few days ago I did just a little bit of testing with the flamer against a tank though I did not aim for the weak spot and wanted to see how it did burning the front of the turret.
Basically I wanted to see if it would do a lot of damage "through" the turret to its weak spot or if it would ignore the armor and quickly kill it like a Charger, answer is no, it is not a quick kill and I was into the 3rd mag when a Turret I did not see sniped me and as I respawned a big patrol rolled in making any further testing too much trouble.
But yeah, around 2.3 tanks/mags worth of flamer burning the front of a Tank turret made it smoke a bit so it did take damage but not a lot.
Edit: Flamer kills Striders quite fast but if you are that close to them its not all that hard to just run around them and take out the driver with 'any' weapon and this kinda applies to everything else bot related, get that close and there are other weapons that do similar/better and still has range to do work from further away.
Coupling this with what you said about tanks, it seems that the flamer doesn't 'penetrate' bot heavies as effectively as it does the weak spot of a charger that's rearing from its charge.
Will probably need to do more testing, especially against hulks.
edit: did some testing on hulks. the flamethrower does not quickly kill a stunned hulk whether aiming at the body, feet, or head.
The only saving grace a lot of times is the democracy protects perk but it is only 50%
