Always keep your weapons loaded and practice diving away from while shooting.
This enemy is the entire reason shield is the proffered back slot for high difficulties, and will remain so no matter how hard they nerf it.
1. If they jump at you, melee them, it will prevent them from attacking you if they are hit mid flight/attack animation.
2. Stay mobile, use light armor if available.
3. Most primary weapons will deal with them quickly, with the exception of sniper rifles, liberator penetrator, explosive liberator, scythe. Plasma weapons, like Scorcher and Plasma shotgun work great against them, but you should be careful not to use them in close quarters.
4. If you are playing in a team, and your teammates use anti-tank weapons, feel free to take grenade launcher to deal with them from a distance and close bug holes or stalwart, flamethrower or laser cannon to deal with them on the move. Machinegun works as well, but it requires you to be stationary, so it is a worse option than just using primaries on the go.
5. Incendiary grenades won't kill you if you throw them under yourself and immediately drop down, so use them, duck and stim yourself. Or use stun grenades, they will stun everything in the area allowing you to deal with the hunters and any other enemy that wanted to take a bite out of your... ahem... well, it works.
6. Sentries. Machinegun or Gatling, they will kill hunters faster than you can.
7. Or just dploy every offensive stratagem you have and use all grenades. Bonus points if you run towards the hunter with active grenade in your hand and take them with you.
Hunters are broken as hell, but they aren't the only ones.
Spewers can one shot you, without so much as an audio cue to let you know what's coming.

Fairness to the players is not in the vocabulary of these developers. They want the game to be difficult, as though we should all jab a pencil into our eye because it hurts so good why would you not want to do it that way?
Dark Souls was difficult as hell. But it was fair in every regard. HD2's developers could learn a lot from FromSoftware about respecting their player's time and efforts.
Sure, if you're swarmed you're probably dead but the goal is...not to be swarmed in the first place.
Even the ultra basic machine gun turret makes short work of them, and the gatling turret is even better.
I just about always bring the gatling turret vs bugs since even in a bad situation it works as a lure for my 500kg.
