The endless reinforcement problem...
The problem of too many enemies arises when you engage a group of enemies and cannot kill them plus their reinforcements before the reinforcement timer allows them to call for help again.

This spirals into an endless reinforcement loop that results in people having to run away and try to complete objectives while kiting an endless group of enemies.

Obviously at higher difficulties the groups of enemies are designed to be engaged by 4 people, so one person is almost certainly going to end up in a death spiral of constant spawns, and a group of enemies even four people have trouble with, eventually.

If two groups of two are running apart, double the number of enemies to kite.

This can work to a groups advantage if they are just looking to cheese the mission and force the game engine to spawn it's maximum number of enemies so they can loose them somewhere far from extraction and extract unchallenged.

There may be a better way, though.

I've noticed things get out of control really fast under the following circumstances...

A player rushes to an objective and engages at close range without paying attention to nearby patrols / poi defenders.

The defenders call for reinforcements.

They inevitably have to move while trying to fight the objective defense group, and the reinforcements.

The patrol they failed to spot before engaging aggros as well.

At this point there is no win scenario. Even the full squad will have trouble cleaning up the engagement before another reinforcement call just restores it's number, let alone a single player.

The answer, of course, is to clear the area about 200 meters around the objective, and triggering the reinforcement call on one of those groups or the patrol, making that fight doable for 4, and putting the reinforcement call on cooldown when engaging the objective defense group.

Or just cheese the mission. Whatever's clever.
