I think it's only in really low difficulties.
Only time I saw that mission type was difficulty 2.
Yeah, cuz it's funnily enough more of an in-lore world building bit of storytelling than it is an actual mission.
It involves slowly raising a flag while a drone plays the Super Earth national anthem and also records both the flag and the Helldivers raising it. Yet it only shows up on the easiest difficulty of the game. Its soul purpose is to record propaganda to make being a Helldiver look like easy work in order to entice more recruits to join. On a game design level, it teaches you how to use mission-specific Stratagems.
It's a very nice touch.
If it were they'd have to remove the drone that records you lol. Can't have Helldiving look dangerous!
They only show up on lower difficulties.
Also you haveto salute the flag unless you want to be suspected for treason when you get back from the mission.
