That said, if you want super credits just farm level 2 missions on a planet with no water/mountains (like Hellmire). This will give you the maximum area to explore and there will be 15-20 PoIs with many of them having req/SC/medal spawns. There is also a 50% chance of a radar tower (other 50% is SEAF artillery) which makes farming even easier. Since it's low level, none of the crates at PoIs will be ruined (since that happens to spawn rare samples) and you will get multiple SC opportunities.
The best missions to do this on will be escape pod upload or terminate illegal broadcast as those only spawn one objective area giving you more of the map for PoIs. I recommend taking a grenade launcher and jump pack for easy container opening and navigation; you can usually completely explore a map in 10-15 minutes netting around 50-100 SC fairly reliably with very little danger of death. If you have a partner it's even better because you will be able to explore twice as fast and open two-person vaults for 3 more chances at SC.
1-3 will probably be better for SC since on higher difficulties rare samples dilute the POI loot pool.
I have everything available from all warbonds and everything capped (samples/req/medals) and I still play 7+ just because it's fun. I enjoy helping randoms get the stuff they need and working together to clear the map. It's also fun to try out different stuff from time to time and see if I like other weapons/strategems even better than my usual kit.
It's definitely the case that from a farming standpoint higher levels are only good if you need the samples (or fast medals from 5 minute kill missions); if you're strictly farming anything else diff 2 missions are going to be the best, and even those can give great medals/hour depending on your luck. My record was 12, but didn't get any super credits on that one.

People are probably happy you're put in this annoying dilemma of being miserable or spending money so I don't see why they would really change it.
If not, then find a group to play with; a lot of premades mix in stuff like that (to an extent) to try and leave with at least 20~ super credits a mission if at all possible (average).
Other than that, there is nothing to fix, it is just a 'social' problem. They are there to get, but people don't want to risk super samples in pugs to go looking.
