Funny that you think loosing is what invalidates the time you spend in the game.
Guard Dog is a noobtrap stratagem and the devs know it.
Many games have weapons or items you use early on and not at all later.
The first weapon you get in Zelda... the wooden sword....
Are you arguing that should be viable in the end game.

Going by the data and combat performances alone, the Rover just outperforms the Guard dog in practically every way. Since it's a robot with a gun strapped to it like the Rover is, just give it infinite ammo, but make it more situational for bugs, and make the Rover situational for bots (like how lasers currently work better on bots than they do bugs, same with the ballistic shield).
