Right now it's basically playing DDR while running away from enemies.
And how do you think shooting is being discouraged?
Shooting bugs is always allowed, however if you're constantly getting overwhelmed to the point of not completing objectives then you should try a different tactic.

You very quickly get overwhelmed by reinforcements, especially on bug planets where you don't have the ability to block breaches without getting extremely lucky, when playing on higher difficulties. This gets made worse with the current issue of patrols spawning on top of player groups, since that instantly adds another dozen+ mobs with reinforcement capacity.
Doesn't matter how good you are, you can't shoot on every side at the same time, and even if you could you wouldn't be able to kill heavy armor enemies.
So, you think you being too stubborn to know when to walk away from a fight is "discouraging shooting"?
If you really can't deal with enemies quick enough, then just ♥♥♥♥♥♥♥ walk away and regroup so you can re-engage when you're in a better position.
You are NOT obliged to stay near enemies 24/7.
I regularly play on difficulty 6 and don't have those kinds of issues to the point I can't get rid of the enemies or just walk away from the fight.
There is like a two minute window where after a bug breach, they can't call in another. You have to kill all the enemies within that window to stop the flow. It is entirely possible to kill everything in that window, though the more times you fail the more enemies will be on screen. If you get to the 4 minute mark, where there is a third breech, you might as well just run away.
Also objectives often have their own problems, so if you drag fights from else where into objective areas, you are just asking for trouble.
Why ask the question if your response to any answer you receive was always going to be "You're not supposed to shoot things. You're supposed to run away"?
