I guess it's because there's not much else you can do, or like, I sure can't think of anything much better right now... I'd like to criticize but like what do you do instead?
Enhanced radar range? Well, that'd be a buff for no good reason. Minimized radar range? Well, you couldn't do that because you rely on the radar so heavily to not die, I mean it's too important to nerf.
Altering the game's balance with things like, higher enemy detection range, lower enemy detection range, greater enemy damage, enemies always cripple on hit, enemies auto counter melee attacks, probably wouldn't work?
I don't know if it's really work to have specific nerfs to weapon types, like. Non-conductive atmosphere, so arc weapons all are 50% weaker or something. And you couldn't flip it really and do like, 'watery atmosphere' and say all arc weapons are 50% stronger.
(Actually on that note, it can rain on some maps... does rain make arc weapons stronger? Does standing in water make enemies take more arc damage? Hm...)
Maybe that'd be cool to throw in on some weird maps that ought not have it, 'monsoon' where it's just heavily raining for no good reason on anomalous maps. I think seeing that on Hellmire amidst fire tornadoes and stuff would be cool. Anomalous weather probably couldn't be pushed too far, but did you ever see 'Pitch Black'? Spoilers but it rains on that desert planet, and it worked just fine, you could put that weather effect on just about any world.
Actually, speaking of rain, how about... acid rain. Wouldn't that be a 'fun' modifier? Well, I'd like to suggest it but given Helldivers 2 has a very conspicuous lack of any shelter anywhere in the game world, like there's no object you can stand under, no caves or anything beyond at best the bunkers which require two people to open... maybe it's best to never ever do that ever. But I bet someone thought that a fun idea at some point.
But why not think in those terms some more. Maybe it'd be possible to make pools of water more lethal? What if all water on the map is acid or something, so if you step in it you die real fast, no wading allowed. It wouldn't change much but it would cut down on the amount of walkable terrain a bit on watery maps.

Anyway, almost any of this would have been better than what we got.
Like ok we have 3 negative modifiers, i should be able to spend requisition and sample to get a positive modifier like an extra stratagem, or to counter one of the modifiers.

Like the +50% strategem cooldown mod should just affect orbitals, not support weapons, turrets, etc. That way you've got more options than just taking a support + eagles and calling it a day. Really, it's just a kick in the face that it also affects support weapon cooldowns.
Ditto for the increased calldown time one. Just make it affect eagle strats only so I'm not sitting there waiting 20 seconds for a resupply or support weapon.

Like, you can have it be hard without just flat out penalizing the player

Ion storms would be fine, if not for the other things,
I like it all the modifiers, but having some random numbers generated for the penalties would be fun. Like when the penalty is generated for the day its current numbers would be the max random number possibly generated, perhaps the low number would be 50 percent of what it currently is, maybe 70.
