Considering the topic is a enemy tactical objective... It depends on the situation.
Dealing with a Strategem Jammer off on the far end of the map, away from all objectives? Sure. besides EXP and Requisition slips, not really a high priority.
Dealing with one next to a major objective/extraction, thus preventing you from using Stratagems to help you hold out/defend/take the objective? Then that is, by all means, a high priority target.
As with all "tactical" things, it's situational. Think in the moment, and make decisions based on what is currently in front of you.
If you're lucky, try and look around for fabricator that just conveniently placed close to the Jammer, throw a nade in, booom.
