What really destroys it is the fact it's 3 charges shared between all Helldivers. Including shared cooldown. This makes it unusable by more than 1 player. Puzzling design choice.
Unless that was a recent change that has not been my experience with it all. When my friends brought it along we each had three separate charges that did not share a cooldown.
in my experience, people using the 500kg kill the titan, and half their team every single time they cast it, the laser is safer for the most part, and will chase targets continuously, its used as an encounter reset when you have way too much crap on screen, which happens quite a lot in helldive difficulty,specially on the bot side, thats why is so limited, its way too useful, if you used it to kill a charger then yeah, it's not gonna be worth the slot because those die from 3 autocannon shots either way
Otherwise the Orbitals offer very devastating firepower, the airburst in particular feels very much slept on because what the game doesn't communicate well is that the burst is fired 3 times, and covers a huge area. It can completely wipe all low-armored targets out of a base or annihilate a majority of the force breathing down on you from multiple tunnel breaches or drop ships.
You are right, that's how it works. I was told that by another player. After trying it, it's not true at all.
Certain places have jamming and anti air so you can't use eagles till you clear them. Orbitals are the easiest option there. Make sure at least one person has at least one.
The laser is individual to each player.
