I had someone join eventually. I guess that's where quick join comes into play?
I usually join but I've noticed that the mission structures give more Warbond stuff as you progress. Not too often, but often enough, a host will peace out or I lose connection before completing the series of missions. So the grind for warbonds is very inefficient like that. So I want to host and have the progression kept on my end.
How it works is if you do an area to completion you get more merits for each step. i.e. if an area has three missions you get more merits for each mission in that zone you complete without leaving.
That's probably why it's random for you: You join a player group in the same difficulty who's on the 2nd or third mission of that area for the bonus. It's almost always best to clear an area of missions before moving on because you get so much more merits. I can get around 20 merits if I do three missions on Suicide difficulty I think.
