I rolled back and uninstalled, deleted the steamapps/common folder, and reinstalled. Worked like a charm. Rollback on its own doesn't work.

It did not work for me, however, I found a fix on reddit.
Best solution i could find was to add this string "--use-d3d11" in the launch options of the game from steam directly. It will force the game to use dx11 instead of defaulting to dx12. I've seen massive improvements to my FPS and overall performance.
When loading into the game for the first time (only the first time) It'll take a while, wait patiently. You should immediately see an improvement in fps but test it in a mission because on some gpu it might cause particles effect to actually decrease performances even more.
open GeForce experience, in home tab hover over helldivers 2 and click details, then use use optimise settings, I have no idea why but it fixed it for me.
I don't know what in the settings it changes to make the lag stop, but it does seem to work.
This has still been a pretty consistent (although temporary) performance fix for me that gets me back to 50-60 fps up from the 25-40 fps that seems to develop randomly over time and after updates to the game.
game has upscale
use the setting Ultra one below native rez
then set everything to low then tweak it till get the right fps you need
If still getting bad FPS then use the upscale to quality one below ultra
I get 70 90 fps at 1440p but upscale set to ultra below native
my actual setting for others mix or off low and mid to high
i9 9000k 16 gig ram and 1080TI
I do get crashes on extraction
Edit: Seems like my max frame rate has been raised from ~30-40 to ~80-100, but the stuttering is still painful and sometimes the FPS drops back down to 30 for half a minute or so... it's an overall improvement but it still a big problem.
I have lots of issues with this game too and i'm nvidia ):
Another classic is a virus-program that will continuously scan the gameguard executable. It's very probable that if you use the default Bitguard stuff from Microsoft, that you will have all kinds of inspection routines running. And binaries with device-driver wraps like these will make these apps work overtime.
If you launch the game-executable with admin-rights, the windows crap completely ignores it, though.. But it's possible a reinstall of the game actually sets the right access rights and elevated privileges by default, I guess.
But just reinstalling the game in general is not going to make any difference. And if there is any kind of problem with running the game as a user (certain situations, windows 10, other possibilities exist), then they will turn up again later.
