Windows requires a Microsoft account now (on top of always online installs), which includes Xbox. So the barrier of entry is way lower there. It's not a great practice, but most people at this point have been forced to make a Microsoft account if they have a PC, even if its practically at gunpoint. If you have a Playstation account, chances are you're going to play it on Playstation and not PC in the first place.
Apparently you don't use your brains then. That warning is on the Steam store, which means that it requires a Playstation account to play on PC. This warning is only present when there is a mandatory third party login gate.

You used to be able to bypass it by pulling the ethernet, but not anymore. The latest versions simply refuse to install without internet access and without a microsoft account, even when trying to do the OOBE bypass it stilled forced me to make a microsoft account when I tried it on a VM.
