I created a second account just to test it and it tells me to "buy" the game. This is without the game running on my personal account.

EDIT: Oddly, just after making this post, I thought I'd check for a third time. It offered the ability to "Play", and it was a new profile. Cool! So, I guess maybe your mileage may vary. Maybe it's something odd with my login.
