Helmets, body armor and capes can be mixed and matched.

TR-7 provides extra padding (higher armor)
TR-9 provides a 50% chance not to die when taking lethal damage and prevents bleeding out from chest wounds
TR-62 provides increasing throwing range by 30% and +50% limb health

For me personally, I like the look of TR-62(Black) and feel good with its passive because I love using aggressive stratagems. :D
Hey there, this was in fact directly asked to the developers, the community manager confirmed how this works.
There are armors and helmets that give stats, all helmets have identical stats, so are basically cosmetics. All unlocked armor has stats and passives of different kinds.
HOWEVER there are also ARMOR SKINS that apply overtop of any armor, those can be bought with cash, and provide no benefits.
