This chart shows the required specs for 1080p 60fps, 1440p 60fps and 4k 60fps.
4070Ti or 7900XTX for 4k 60fps, paired with 5800X3D or i5-12600K.
There is some optimization because the game doesn't require the current gen CPU's, but probably not a lot. FSR/DLSS/XeSS will help though.
4k at 60fps is usually about prioritizing the image quality above performance.
It is hard to go back to 1080p gaming even with high framerates after you've experienced 4k IPS monitors at 10-bit color depth. You'll have a smoother experience but you'll be smoothly moving through awful crap on the screen.

I sit 3-4ft from a 55 inch 4K screen, and I can't even tell the difference between performance and quality modes on most games. I just want smooth framerate.
What I really want to know is the install size on PS5. If it's only running 1080P, it has no business being 100GB like the Steam release.
Yeah, PS5 should have a smaller install size since it would not have the higher resolution texture files.
