The way it was explained in Discord is there are two systems. The Supershop, which is cosmetic variations on preexisting gear that will mimic the stats of those gear.
Then warbonds, which are basically baby battlepasses that never expire. You can buy and open them with cold hard cash or grinding, but will still have to unlock stuff in them via playing the game.
Whether or not this system is fair will come down to how bad the grind is, you're right, and yes, there is a lot of incentive to make you prefer pulling your credit card out, but we'll have to wait and see.
