there is perhaps one game that does but it severely hampers player progression and locks many features until you connect to their servers again.

Funny thing comming from a steam player.
You DO NOT OWN your games on steam. You simply purchase the right to downplay and play the games for as long as valve sees fit. Read the Steam TOS. You do not own your games on steam. You basically rent them.
The planets will literally realign before STEAM shuts down and takes the games with them.
