As for joining steam people ive seen some games have their own built in friend system within the game network itself to bypass the platforms but i dont know if this game will do that.

You will create a game-based account for Helldivers 2. Their divers will match you from players based on your Helldivers 2 account and bring you together. Ultimately, whether that means 3 people on PSN or 3 people on Steam or a mix is irrelevant.
Crossplay these days is actually quite easy broadly speaking, it's usually the hardware developers that cause problems through requirements or purposeful wrenches thrown into the max (Sony is infamous for being vehemently against crossplay on anything but their terms).
Next-gen consoles are literally just tricks; they are PCs in custom cases. You can literally swap out some PC parts like SSD and they use same gaming tech as PC hardware does.
Not really sure what's so hard to understand about this.
As for adding people to play, you will likely have an in-game friendlist. Before the advent of universal platforms like Steam and PSN, that was how 99% of games managed their MP community.
